Medical cannabis clinics and cannabis shops: what is the difference?

By the Herb Haven editorial team · Sources checked

A medical cannabis clinic is a healthcare setting. A licence to sell controlled cannabis flower does not, by itself, make a shop a clinic. For travellers, the important questions concern professional care, valid authorisation and the rules in force on the date of travel.

This is general education, not individual medical or legal advice. It does not announce that Herb Haven has become a clinic or holds a healthcare-facility licence. Flower, extracts and finished medicines can fall under different rules.

Herb Haven clinic application status

As of 1 October 2026, Herb Haven is in the process of applying for authorisation for a medical cannabis clinic. We will announce the licensing status and service details once confirmed. An application does not mean authorisation to operate a clinic has been granted.

A clinic is more than a different shop sign

A clinic must have the relevant healthcare-facility authorisation and an authorised operator. Its services must match its permitted scope. The Department of Health Service Support describes separate approval and inspection requirements for clinics; a retail permit cannot replace them. Read the official clinic-licensing guidance (Thai PDF).

The Thai terms “ร้านจำหน่ายสมุนไพรควบคุม” (controlled-herb shop) and “ร้านขายผลิตภัณฑ์สมุนไพร” (licensed herbal-product seller) refer to different regulatory concepts. Do not treat them as interchangeable licences. The 2026 regulation distinguishes these authorisations. See the consolidated regulation.

What changed in 2026—and what happens next?

The ministerial regulation published in the Royal Gazette on 30 April 2026 adds conditions for cannabis-flower business licences. Healthcare facilities are one qualifying category; the text also lists other categories, including licensed herbal-product and medicine businesses. It does not say every business must instantly become a clinic. Existing licences remain usable until expiry, subject to applicable controls; renewal must meet the amended criteria. Read the regulation, especially clauses 3, 5 and 8 (Thai PDF).

A move into clinical care therefore means a real change in authorisation and responsibility—not simply adding “medical” to a name. HSS requirements cover matters such as the premises, professional personnel and inspection. HSS clinic standards and approval process.

For a future holiday, recheck official notices close to departure. A proposal, a news headline and an enacted rule are different things. This article does not predict a universal conversion deadline or guarantee that any particular shop will continue operating.

What should tourists do?

  1. Do not treat cannabis as an unrestricted holiday product. TAT's visitor notice describes a medical framework and a Thai-issued prescription requirement for cannabis flower. A consultation must be a genuine clinical assessment, not a promise of approval. The notice limits dispensing to medical need and no more than a 30-day supply. TAT visitor notice.
  2. If you need medical care, give an accurate health history. Bring identification and existing treatment records, and disclose medicines, allergies and relevant conditions to the treating professional. The official cannabis prescription form records identity, nationality, clinical findings and the prescribed amount; it is not a general recreational pass. Official PT.33 form (Thai PDF).
  3. Do not assume a lounge permits smoking. DTAM explains restrictions on smoking at business premises, with a limited medical-treatment context for healthcare facilities. A shop licence or a prescription is not blanket permission to smoke anywhere. DTAM public and provider FAQ.
  4. Respect public spaces and travel safely. Do not smoke in public or drive after cannabis use. Do not carry cannabis plant material across the border as a personal souvenir. For prescribed products, obtain product-specific advice from the authorities before travel; a prescription is not an import or export permit. Government tourist safety guide and Thai FDA traveller guidance.
  5. Check again before your trip. Use dated government guidance, not an old shop review. If information conflicts, ask DTAM or the Thai FDA for clarification. TAT lists the FDA hotline as 1556. Official visitor contact information.
